Allowing scripts within HTML Email Messages in Outlook 2002

Hello There,
I am trying to get some javascript code working within HTML messages in
Outlook 2002, only to get an error message stating that Outlook has blocked
HTML scripts and that this many affect your message.

So I've researched on the internet to find that you change the Security Zone
to Internet then the HTML scripts will work, however this does not happen at
all. Does not matter what changes I make, what zones I select how secure (or
insecure for that matter) the settings are I still get that message that
scripts are blocked.

My experimentation has been to 1.) Setup a POP3 external email account with
Outlook 2002, 2.) Send a HTML message with a javascript that is suppose to
pop-up a message dialog saying "Javascript Works".

After this test was successful, I was going to perform another test
(simulating the company's network) through the setup of a 2003 active
directory server with exchange 2000 server running as a member server and
test whether multiple users (running XP SP2) can receive html messages with
scripts in them (through their local exchange accounts). Also, for security
reasons I only need to have one person have the ability to send messages
with scripts in them.

So basically is it possible to allow scripts in html messages with outlook
2002 at all, or has this functionality been completely disabled and cannot be
undone at all?
