Allowing the inbox wind when full of messages to scroll

Is there a way to do this already? All my versions of outlook do not allow
the smooth scrolling of the inbox window when full of messages. The window
does not update until after the side scroll bar has been moved and released.
It will scroll smoothly with a wheel mouse, but as I dont use one I would
like the side scroll bar to scroll through my messages smoothly.

Same if you click and hold on the arrow at the end of the scrollbar?
