Allowing the user to change field names

How do I make one database that can be used by different groups so that
they can change either the field names in the database (maybe by using a
form) or change the labels on the form and storing them in a table along
side the real field names?

If you've built an Access application that uses queries against tables, and
forms, reports and code against queries and tables, changing even one
fieldname will "hose" your system!

Perhaps if you described the business need driving your proposed solution
(let the users change field names), the 'group could offer alternative
approaches...?
