Allowing users to edit timesheet view

My problem is when team members go into the Web Access timesheet view they
can see both the Actual Work field and Work Remaining field. They can edit
the Work Remaining field on the left hand pane but can not edit the Actual
Work field on either the left hand or the right hand pane where the
individual days are shown. From what I understand these fields can be made
editable for team members. We've tried all types of authorization and
configuration changes to no avail. Any help or suggestions would be
appreciated. We are using the unmanaged setting for our projects. Thanks in
advance for the help.

The timesheet is controlled by your tracking settings which can be set
individually for each project under Tools > Customize > Published fields.
You must select hours worked, users report their hours every day. Understand
that if you change the tracking method on a project that is already
tracking, only tasks that have not been started will change to the new
tracking method.

You can control the default method and lock it down by configuring your
sytem through Project Web Access. By default, Project Server is set to track
by percent complete, which opens the remaining work and percent complete
fields for editing.
