Alt Characters broken in Outlook 2007?

So I wanted to enter an alt character in an email, such as ☺, ☻, ♥, etc but
nothing happened. (Those were alt+1, alt+2, and alt+3 respectively) I was
holding down alt and I noticed that the popup shortcuts for my shortcut bar
above the ribbon were 1, 2, 3, 4, etc. How am I supposed to enter alt+1 for
the special character if alt+1 has been overridden to be a shortcut (in my
case: print preview)?

Talk about conflicting with standard convention...

Is there plans to fix this?

What happens when you try? If I have the cursor in the body and hold alt
and press 1, I get a smiley face inserted when I let up on the alt key. if
I want to use the QAT shortcuts, I let up on the alt key before pressing 1.
