Alt-Tags for Pictures don't work... :(

I've been trying to make Alt-Tags for my pictures to put labels on them.
They only work on the actual frame of the picture, not the picture itself.
They also do not work if I remove the hyperlink to a full size version or on
the actual full size.

Can someone tell me how I correct this? Do I have to have a frame? If not,
how can I have a label and a hyperlink on the picture? How do I make the
label appear on the hyperlinked picture also?

Alt tags and labels are two different things.
A label is a "title tag".
