Alternate Startup File Location

Why can't users change the alternate starup file location
in excel 2002? If they change it as soon as they open it
back up it goes back to the original.

For some reason the original location is defaulting to
their home drive (X. Multiple errors appear becz it trys
to open up all the files in that drive.....

it's related to their level of security?

they can always use windows explorer to go to the folder and make a new file
there, or open an existing file from explorer instead of Excel.
