Alternating gutter between top and bottom

Is there a way when using landscape layout to make a
gutter mirror top and bottom between alternating pages?
What I'm looking to do is make a document that has a
gutter on the top, followed by a gutter at the bottom so
that a book could be read top to bottom in a binder with
printing on both sides.

There is no built-in way to do this (assuming you're talking about a
landscape section of an otherwise portrait document), but you could simulate
it. Select "Different odd and even" on the Layout tab of Page Setup, then
add extra space to the Odd Page Header and Even Page Footer.
