Always prompt for username and password not working right

My clients are Outlook 2003 with office 2003 SP1 and KB885828 applied. I have
a group policy forcing all new clients to be in Cached mode downloading full
items. I also have a policy pushing NTLM Authentication and always prompting
for a username and password.

The problem is that when the client opens, all the cached messages are
visible and accessible without logging in. Once the user logs in, a
send/receive occurs and everything works fine. How can I stop the cached
information from appearing before the login occurs?
