"Always trust macros from this publisher." not available

Hi,

We delivered a digitally signed Word VBA (Word 10 & 11) application to a
client. It was signed using a Verisign certificate and including the "new"
Verisign intermediate certificate. It does work on most machine, however on
some PCs our client reports, that the option "Always trust macros from this
publisher." is grayed out.
According to our client the PCs and the user policies should be identical.
Any idea, where the problem might be?

And how could I see on a running machine, if the "Always trust macros from
this publisher." option was disabled by the user policy?
