An OLE registration eror has occurred on Outlook 2003 startup

I have been using Outlook 2003 in Windows XP for a number of years, but all
of a sudden it has developed an error.
When I try to open Outlook I get the following error message:

"Unable to open your default e-mail folders. An OLE registration error
occurred. The program is not correctly installed. Run Setup againfor the
program."

I have tried removing the whole of Office 2003 and re-installing it with no
affect.
I have also run a repair on my .pst file, which repaired errors but did not
solve this issue.

I would appreciate any help or advice anybody can give me.
