"An unknown error has occurred. Protocol: SMTP, Port: 0, Secure(SSL): No, Error Number: 0x800C0131"

I get the following error message when sending email: "An unknown error
has occurred. Protocol: SMTP, Port: 0, Secure(SSL): No, Error Number:
0x800C0131." The email I was trying to send then shows up in my outbox.
About 20% of the time, the message will go on the second try if I click
"Send All." Otherwise, I have to reboot. This is a recent problem. I
have made no changes to my system: Windows 98, Outlook Express 6.0.

Any suggestions or patches?
