An update has not yet been sent to resources

An update has not yet been sent to resources who have been removed from task
assignments. An update with this information will be sent now.

I am getting this message when I am trying to publish in project professiona
and looks like nothing is happening. neither It is publishishing new
assignments nor it is sending update to removed users.
