Anchor in HTML emails don't work in Outlook

I create HTML emails with anchor tags (anchors to further
down in the page). When I view this in Outlook, the
anchors don't work. I click on it and nothing happens.
These links work fine when viewed in Outlook Express and
Eudora.

Am I missing something? Or is this an Outlook issue?
Please help!
