Anchoring Graphics to a page instead of a paragraph

Right now I am currently trying to publsih a paper for a journal which has a
maximam page length. There are a several graphics I want anchored to a
particular page, not to a paragraph. Is there a possible way to do this?

For example, I have two graphics with captions on page two. I add another
five lines of words onto page two which pushes one of the graphics to page
three. I want to make it so the lines go to the next page, not the graphic.

You can specify the position relative to the page, but the graphic must be
anchored to a paragraph.
