Anchoring Pictures

How on earth do I anchor a picture to a specific spot on a page, so
that it doesn't move, disappear, suddenly overlap another picture etc.

I want to (for instance) put a picture on page 3, in the top left hand
corner, and then no matter what I do with text - insert paragraphs
above, below, beside - enter new text, put another picture on the page
- the original picture stays stuck in the same spot. The text should
just flow around it, no matter what I do.

I can't see how to do this (Word 2000).

Another reason to prefer Publisher. (I can never get pictures to stay where
I want them in Word either. It's so frustrating that I just do anything like
that with Publisher right from the git-go.)
