Yes, it will see the animation.
The change underneath is that Outlook 2007 uses the Word engine to produce and display HTML which does not support animation.
You might want to read

It also shows a workaround on how to see the animations for received items.

Yes, I do have Outlook 2007.
I am flabbergasted to even think that Microsoft took a big step backwards, wow! I find that hard to believe.
If I send an animated gif using Outlook 2007, will a recipient using Outlook Express see the animation?

Version of Outlook? They will not be animated in Outlook 2007 - you need to open them in the browser (Options section of an open message)
