animated line

I would like to make a line that really "jumps out" of the document. It is an
important line and people should notice it!
There is the possibility to animate text but is there also for a line?

Although in a web page, perhaps, but not for a standard doc - or at least if
there is it would completely defeat your purpose as many readers are put off
by overly-accentuated direction. .. It's an insult to their intelligence.

You might want to take advantage of the more conventional features, such as
Borders & Shading.
