Annotating on Tif Images

I have recently installed Office 2003 and when I open a Tif image it opens in Microsoft Office Document Imaging (we used to use the Kodak Image Vue that came with Windows). I have the ability to make annotation or add to the image but once I save it, it tells me that it is an unrecognizable format
