Annoying Beep that plays with Important Emails

How do I get rid of the extremely loud series of beeps that plays when a
message is recieved marked with "high importance"?

Uninstall the sounds add-in. It isn't a native Outlook function.

There is nothing in add/remove. I have never installed any plug-ins, and
this happens on all of our machines with Office 2003 Pro. This appears to
be the default sound for a message of "high importance" but it is 3 times as
loud as the other default sounds.

And in Add/Remove Programs? Could be called something like Office Sounds.

There is no setting in Outlook for setting a sound for a message of high
importance. This feature is only available when you manually create a rule
and set the sound or installing some add-on. Some pre-installed machines are
being delivered with these kind of gadget add-ons.

We had this too, the offender was the Cisco Unity Viewmail add in. Go
to the notifications tab and turn off notifications. If its three high
pitches beeps, this is your villian. Your admin probably installed
Viewmail.
