Another "I can receive but not send email" problem

I am using Outlook 2003 SP1 and have 2 different email accounts. On one
account, I have no problems sending/receiving email. However, on the other
account (which is a web-based email account), I receive emails fine, but
cannot send. This problem began about 4 days ago...everything was fine and
working, but all of a sudden, with no know changes to any settings, I can't
send email. I opened my browser and accessed my email account, and was able
to send email. But when I went back to Outlook, I still couldn't send. The
email sits in my outbox, and I get the following error message:

(0x800CCC0F) : 'The connectiong to the server was interrupted. If this
problem continues, contact your server administrator or Internet Service
Provider (ISP)'

Additionally, when I access my account settings in Outlook and "Test Account
Settings", the send email fails and I get the following error message:

Send test e-mail message: The specified server was found, but there was no
response from the server. Please verify that the port and SSL information is
correct. To access these settings close this dialog, then click More
Settings and click on the Advanced tab.

The ISP people say the problem exists within Outlook since I can access and
send mail from the account if I use the brower email and not Outlook. How do
I fix this problem?!!

You are not in the good forum! Here why dicuss about Microsoft Office
Infopath not about outlook!

You have posted to an Infopath NG. Anyway the problem may be a
synchronization issue between Outlook and the Exchange server. A
possible way to overcome this is to create a new outlook.ost in
C:\Documents and Settings\[username]\Local Settings\Application
Data\Microsoft\Outlook.
