Hello Dave,

According to Office Open Xml Part 4 - Markup Language Reference.pdf P1929:

"While a cell can have a formula element f and a value element v, when the
cell's type t is inlineStr then only the element is is allowed as a child
element."

That is to say, if t="inlineStr" is added to <c, it could only be <is> as a
child element. But if t="inlineStr" is not specified, not only <is>, but
also other elements could be its child. In that example, <is> is a child
element, therefore, t="inlineStr" is optional.

Hello Dave,

You are right. I reproduce the issue when I remove the 'inlineStr'. A
possible reason might be that Microsoft Excel 2007 is not strictly
following this rule in Open XML Spec. I have submitted the issue to Office
Development team, to let them check the issue. In your side, please kindly
add the 'inlineStr' when you are developing. Sorry for the inconveniences
and many thanks to you for the issue report.
