This dialog should be contolled by the user for mail merges. Ex; The name of
th app that is sending the email is shown in the dialog box. An option is
added, " Would You Like This Application to send email in the future. If yes,
than no more popups for that app. If no, than dialog is show. Perhaps an app
can also be selected as never. These lists can be maintained in a dialog box
set up like the JUnk Mail dialog.
