Answer Email with attachment

Hello,

I am using Outlook 2003. When I answer or forward a mail then the
attachments are removed. How can I change this behaviour? I want to keep the
attachments by default.

When you reply, the attachments are stripped.
When you forward, the attachments remain in the message.

I don't think you can change this behavior (unless 2007 is different).

When you forward, the attachment will be there. When you reply, it won't
because the people to who you are replying already have the attachment (from
the original message) and do not need it again.

The people to who you are replying already have the original message too
havn't they?
Maybe you should try it.
