Situation:
PM requests Progress Information on a particular task and he is
interested in TM's opinion on "Remaining Work"
TM assess that "Remaining Work" is unchanged and he wants to report
this fact to PM. But he can't: When he presses 'Update All' in PWA
timesheet window he gets the message:
"This task has no changed an does not require updates"
How can TM report "no changes"?
