Any more help on: "Send Test Email address: The specified server was found, but there was no respons

I have the same problem that has been listed here numerous times, but i
have tried all of the suggestions listed, and it is still not working.
Here is what i have done:

Error - The send/receive "flashes" but does not download anything.
When testing, the error is:
Send Test Email Message: The specified server was found, but there was
no response from the server"
1. Norton is not installed. Not just disabled, not even installed.
2. I have tried creating a new profile
3. I have uninstalled and reinstalled Outlook 2003
4. I have deleted and reset individual accounts
5. The server does not require SSL. It is not checked.
6. Outlook Express can be run on the same machine without a problem,
using the same settings.
7. This is a pop3 account, not yahoo or anything like that. All
settings have been verified twice.
8. i have checked the settings on the internet connection, and nothing
is checked that should interfere

i know this problem has been brought up a number of times, but the
solutions that have been posted have not fixed my problem.

A firewall can also cause issues. Turn off any firewalls at least
temporarily and test to see if that helps. Also verify your under the
authentication tab that this is setup correctly.

I have done that also, and tried again just now, but to no avail. Any
other thoughts?
