Any way to disable TABLES tab?

I created a custom front end for my user to create queries and reports. It
contains links to the production tables. I want to prevent the user looking
at the tables via the TABLES tab. I only want the user to look at data via
queries. Is there any way to do this without having to set up user-level
security?

Hide them. Set their properties to hidden and then on the View tab in
Options, uncheck the Hidden box.

I'm doing that but the user can easily unhide them. I'd really like to
disable the Tables tab in the designer....
