Any way to turn off the parital drop-down menu

I dis-like the feature of drop-down menu only showing the
commends I have used and having to click to get the full
drop down menu. Is there any way to have the full drop-
down displayed as default?

In any application, Tools->Customize->Options Tab, turn off personalized
menus by selecting the option to "always show full menus."
