Care to mention your version of Word, including updates; version of
operating system; specifications of your Mac? Could you clarify "scrolling
down w/ the mouse scroll"? -- e.g., does that mean you are using a mouse
with a scroll wheel? If so, what brand?

Yes, most definitively (any mouse, any mouse driver).

Scrolling up is usually smooth and scrolling down is often interrupted.
You end up having to click in the window again to get it back scrolling.
I really hate that (and many people around me hate it too).

No workaround unfortunately :-\
The Page alyout view apparently makes it worse, so you could try using
the other view modes.

Are you serious! There is no bug fix for this?

This is a huge pain is in the butt!

Anyone found anything else that works?

Indeed!
You might want to use the Send Feedback command in the Help menu in Word
to let the developer that you too, are affected by the issue.
