Anyone home? How to get support for activating FP 2003

Does anyone have a telephone number at Microsoft for support to activate FP
2003? I am only offered activation by the internet which, when I attempt it,
tells me that my I have activated up to the limit of my product key (0
instances are activated). The suggestion is to go back and select activation
by telephone. Alas, the telephone option is greyed out.

How does one get support for activation?

Are you 100% sure that the product has never been activated? I've seen some
cases where users buy "new" copies off eBay that turn out to be used and
just re-shrinkwrapped nicely to look new.
