AOL/FP 2002, can't upload, 550 bin message

I am using AOL 9 and FP 2002. Recently (it's worked in the past) I can't
update my website. I start to publish but then I get either a '550 bin
message or 550 Only "incoming" directories are guest writable'. Anyone know
why or how to fix this. I am not an FP wizard by the way. Thanks

500 series errors are server based permission issues
- have your host check their permissions in FP
