apostrophe problem

I have read the postings on the apostrophe problem, which I share, however
have looked at the Control Panel - Keyboard and there does not seem to be an
option for International or not. It is annoying to type O'connell and get a
cedilla under the C and have to space before I see the apostrophe. Why do
Microsoft change things for no reason? We have Windows Vista

Microsoft hasn't changed anything. The key mappings are associated with the
input language and keyboard settings of the Windows Regional Options.

Start > Control Panel > Regional and Language Options > Keyboards and
Languages > Change Keyboards, Select English > Add ... , choose
English (Australia). Delete any keyboards or languages you don't
expect you're ever going to need to use. (If you want them back, now
you know where to go to find them.)
