application bar at top of form

does anyone know how to eliminate the top toolbar or
eliminate the controls that are on that bar?

i want to prevent users from altering the code or screens.

thanks. already did that. i am talking about the blue bar
that appears at the very top of the screen. this bar has
the application title and controls.
