Application behaves different in some countries (Reference-problem)

I have an application running in different countries.
It works OK in some countries, but in Israel and Iran, opening forms is
unsuccessful.
I suspect the references to be the problem.
I have a message saying the application has problems communicating with the
OLE-server.
I have checked the stdole2.tlb, copied it from a working machine,
registrered it, but still the problem occurs.
