Application Compatibilty Tool 5.0

I have XP SP2 and Office 2003 with all updates applied and .NET Framework 2.0
installed.

Downloaded the above tool and tried to run install.

It wants .NET Framework 1.1 installed.

Did a repair on .NET but still won't run install.

Why?
