Application failed to initialize properly?

I download SP2 and had a lot or problems. Had to reload Windows. Now when I
try to start Publisher 2003 I get the message "Application failed to
initialize properly."
Info on this site told me to download SP 1a to correct it but it did not
work.
I attempted to reload Publisher and I get a message that I have an
incomplete update and until I correct it, I can't load Publisher. Of course
it didn't tell me which
one so...
Does anyone know how to fix this? I have important work documents in
Publisher that I need to access.

Thanks, but I already dowloaded SP1a and I still get the error message.

What is the error number? It should be right after "The application failed to
initialize properly" message.

Error number is 0xc0150002. I tried downloading 1a again, but still can't
open Publisher. And, although SP2 said the download was successful, I'm not
sure it is because when I try to open Security Center it says it's not
available and Firewall says settings cannot be displayed because associated
service is not running.
