Application launch delay after W2K & Office Update

Windows 2000 SP4 & Office XP SP2

After Appling all updates for Windows & Office the Office
Short Bar takes 30+ seconds to start an application.
During this delay the shortcuts icon remains depressed,
once it returns to normal the application starts normally.
