Application not showing

I am using Access 2003 and sometimes when I try to start my application a
2nd time after shutting the application down, it does not display Access.
If I go to the Windows Task Manager, it shows MSACCESS.EXE is running.

Any ideas on how to "activate" this so it always shows the application?
