Application Popup - Event ID 26

Application popup: MSACCESS.EXE - Application Error : The application failed
to initialize properly (0xc00000fd). Click on OK to terminate the
application.

Windows 2003 Server - not SP1, Citrix Metaframe XP 1.0, FR3.

Anyone have any suggestions?
