Applied Task Update Request View doesn't show all users

We currently have three PM's using PWA 2007. All three are receiving updates
to plans via PWA with (to be honest) varying degrees of success. As the Admin
I can see all of the tasks from myself and from one of the other PM's, but
not from the third.

Is there some permission somewhere that should be set so I can see all
applied task updates from all users?
