Apply passwords to open to multiple files

Scenario: one folder(x) contains 3 files (without password to open) named
a,b,& c. A separate file contains the file names in folder (x) as well as
their corresponding passwords to be added to open files. See below:

File Password
a 123
b 456
c 789

What I would like to build is a macro that finds the files in folder (x),
looks up the corresponding password in the password file, and applies the
open passwords to the files in folder (x).
