Applying a global template for new project sites

Hi,

I'm trying to replace the template which is used when people upload a new
project into project server. I have created a *.STP file but this will only
work for sites inside the project workspace not the top level site. How would
I go about replacing the standard template (the one with the windows logo on
the right hand site and a couple other web parts) with my *.STP file?
