Approving Administrative time

I have Requires Approval set for mosst of my admin tasks. When a user uses
the PLAN ADMIN TIME feature, the manager receives the notices and approve the
request. The timesheet automatically gets created. Then the user enters
actual hours for the admin time in their timesheet and the system forces the
manager to approve the request once again before the user can submit their
timesheet. WHY IS THIS? Shouldn't the approval on the planned time suffice?
Is this a "feature" of 2007? Can the secord approval be avoided?

As designed, I believe that Microsoft assumes a user will request FUTURE
planned non-working time, such as vacation. When approved, the system then
places this planned future vacation on the appropriate Timesheet for the
person. Then, after he/she actually takes the vacation, Microsoft assumes
that the user will enter the vacation time actually used. I suspect that is
why it works the way it does. In your situation, it sounds like people are
requesting a personal day, taken the same week it is actually requested. If
so, the best people can do is live with the clumsiness. Hope this helps.
