A simple question - What is the best way to archieve completed project
workspaces such that they can be viewed in the future, taken off the Project
Workspaces list?

Can another view be created that will list only the archieved completed
projects?

You can use the STSADM.exe export , import operations to archive the
workspaces. There are also other third part tools for Sharepoint that will
backup and restore sharepoint down to the document level if needed. We also
have a tool that supports archival process for Project Server.

Workspaces that are linked to projects in the published database will always
show up in the out-of-the-box Project Workspace webpart. So if you want to
remove them from the existing webpart, you need to unlink them from the
schedules.

Otherwise, you need to create your own custom workspace links page that can
group or filter out projects and their workspaces based on custom project
level fields like a project state field for example. One way to do this is
to create an SSRS report and embed that on your PWA home page rather than
the out-of-the-box Project Workspace webpart.

There might be other solutions out there to edit the existing webpart but
I'm not aware of them off hand.

In addition to Ray's and Jonathan's great answers, I would do the following.

1. Remove the project workspaces webpart (I do this by default)
2. Teach users to access the workspace from the Project Centre
3. Use filtering to limit the projects viewed in the Project Centre.
