Archiving and retrieval of past data

I have a system with FrontEnd and Backend. The BE is archived at the end of
each year and the current BE cleaned in readiness for the new year.

Users can get to the past BE by relinking the FE to a particular year's BE.

How can I make the past BE ReadOnly or prevent the users from making any
changes? I have thought of perhaps being able to make the BE ReadOnly when
Relinking or the more tedious one is to make all the FE forms AllowEdit and
AllowAdditions False and make any disable all the buttons.

Is there a golbal way to make the database a "View Only" and no edit or
addition.
