Archiving Error in Outlook 2003 Sm Business

I archived my entire Personal Folder to my external harddrive (done this
before) but this time Outlook didn't archive it as an office data file.
Under "properties" is says that the file is "Microsoft Outlook". I tried to
open it with Outlook and get the error message "The command line argument is
not valid. Verify the switch you are using". How do I convert this to an
"office data file"?

What is the extension of the file? Is it .pst?
You don't open the file 'with' Outlook but 'within' Outlook;
File-> Open-> Outlook Data File...

Do you have Windows set to show extensions?
Control Panel-> Folder Options-> tab View

If you are sure this should be a pst-file but you somehow created it with
the wrong extension, then you can rename it and connect to it in Outlook.

It was just that simple. I tried everything else I knew to do and by just
renaming the file with a pst file extention allowed Outlook to open it up. I
feel so silly for not trying this before, but I guess sometimes you need
someone not so stressed and in the middle of the situation to point out the
obvious.
