The answer depends on your organization's desire to maintain historical data
on completed projects for analysis purposes. If your organization doesn't
need the historical data, you can delete old completed projects using the
Clean Up Project Server Database feature in Project Server 2003. If you
need to perform a mass deletion of projects, you can use the Project Server
Cleaner tool, available from Microsoft for free download at:

If your organization needs to maintain the historical data in all completed
projects, there is no default way to archive them in Project Server 2003.
But you can use a methodology that our company recommends, as documented in

The methodology documented in the FAQ "hides" the completed projects from
most users in Project Server 2003, but makes the data available for
historical purposes. If your company is willing to spend a little money,
you can use the Physical Archive Tool to transfer the completed projects to
another database and then remove them from the Project Server 2003 database.
