No, there is o such feature.
And I do not know any PowerToy for archiving.

For OneNote 2007:

You can go to Tools | Options | Backup and specify how often you want ALL
your open notebooks archived.

You can also specify how many backup files you want.

So you can say back up every 7 days and keep 2 backups to have about the
last 2 weeks of data available.

And under Tools | Options | Save you designate a location for the archived
files.
