Are Master/Sub Projects Possible?

In a workgroup scenario using MSDE and Project 2002 Standard, is it possible
to publish project files that have sub projects inserted in them? I know
there's a checkbox for 'Allow master projects in Microsoft Project Server'
in the Administration page under 'Manage enterprise features'. But would I
also need SQL and Pro just for that?
