Are themes sticky?

Working on FP2003 I noticed that if I am experimenting by applying different
themes on a page, which I eventually do NOT SAVE, the page gets stored with
the last theme stuck to it. In other words, I take a page (which has theme-0
applied to it) and then try out themes 1, 2 & 3 on the page and finally
close the page (without ever saving my changes). The next time I open the
page, it appears with theme-3 and not with theme-0, which was the last saved
version.

Is this normal?

FP 2003 applies the theme when you select it
- but you must be previewing in browser
(which will save the page and the applied theme)
